             Organizational structure
    In order to simplify, to make great efficiency to unify and to be benefit to develop markets and foreign trade, according to the system of the modern enterprise, zhongyuan petroleum exploration bureau international (ZPEB Intl) sets up 7 departments (Operations, Marketing, Trading, Financial, Legal £¦ Commercial, Human Resources, Administration),9 oversea subsidiary companies (Sudan, Middle East, Indonesia,Saudi,Yemen,Nigeria,Kazakstan,Ethiopia,Ecuador,) (reference to Diagram I). These subsidiary companies manage 90 Project Operations. There are more than 1400 Chinese employees and 2400 foreign employees in ZBEP International in total.
           Composition of trained personnel
    There are 150 employees in the 7 departments. Of all the employees, more than 90 per cent are good at English. Introduction to their education background: 7 MBA or other Masters, 6%; 100 graduates of university, 66.7%; 41 graduates of college, 27.3%; 5 graduates of technology school, 3%. Introduction to the title of their technical posts: 1 senior engineer and 24 vice-senior engineers, 18.24%; 81 Engineers, 59.12%; 31 assistant engineers, 22.62%. Ages: 82 employees are younger than 35 years old, 54.7%; 61 employees are from 36 to 45 years old, 40.7%; 7 employees are from 46 to 55 years old, 4.7%. The average is 34 years old.
           Resource management
    ZPEB International lays strongly emphasis on establishing the system of human resource management. We strive to establish a just, rivaling, selecting, prompting, restrict system based on the principle of talent is basic of enterprise. In this management employees are considered as the principals, enhance the talent to be use for the enterprise as soon as possible in environment, for respecting the knowledge, and respecting the talent, especially the employees with good education background are honored system, the human resource is regarded as the first resource, the most important rivalrousness and the great mammon. The human resource management is insisted on following these principles:

    The aims of human resource management are:
    1. To establish a justice excellent-engaged and worse-dismissed system.
    2. To establish an active human source system, in which any member can be promoted or demoted, engaged or dismissed by the performance.
    3. To establish training system that suits to the market developing and meets the demand of the future markets.
    4. To establish an entire salary-examination and performance-evaluation system.
    5. To establish an enjoyable system that is able to realize individual career ideality and life aims.
    The personnel salary, well beings and benefit are paid more attention to and a set of complete system of salary and welfare has been established while the rivalrousness is enhanced and the company profit is boosted. We have set up a new salary system with criterion, classified-manage, energy and emotion. This salary system put the followings into practice: distribution according to performance is the principal part, efficiency is given priority to, and justice is also given attention to. In this system different post-grades perform different salary-distribution way, such as the annual-salary way for managers, the post-salary way for technicians, negotiation-salary way for operators£¬which can make the super-managers, the super-technicians , and the members on key posts get higher salary. ZPEB International gives the special allowance to excellent persons with abilities who makes great contribution to the company, and give the higher rewards to these who do work well. Meanwhile, company calls on the employees for taking part in activities such as technology compete, reasonable suggestion and so on, and encourages the employees to reform the technique, to develop new markets so as to stimulate effectively greater working passion of the employees.
    The company applies itself to train the employees to improve the comprehensive working abilities. In order to meet the requests that the English grade of the members, who work in Operation, Marketing and Trade, must be up to 6-level, and the others to 4-level, ZPEB International has yearly English Training Program. The company also has provided many training opportunities for employee with other programs for post training and technique improving. Every member can share the training opportunities for every year.
             Talents' tapping
    To carry the three-one training projects in execution. The company will make up a crew including multi-ability managers and technicians who are familiar with international trade rules and running economy and are accomplished in the international economy and laws. In this way, we get our purpose for promoting the structure and quality of the crew internationalization to meet the requirements of global economy and of entering the WTO. We will realize it by carrying out the three-one person-with-ability-training project: the first one of three is to make up a specialists group by finding out or training some senior engineers or academic managers who master the newest drilling techniques in the world; the second one of three is to make up the corporation backbone group by promoting and training some persons who have the experience of development for abroad marketing and engineering service and have the ability for international competition and academic administration usher to finally; the third one of the three is to focus on a successor group with potential by boosting their ability of doing business with the international routine, according to the plan and keystone of the training, the company will send them for some big foreign companies to practise.
    We will promote the talent flexible mechanism. In order to make a greater effort to hasten to system reform, all the persons with ability who are accord with need of the company developing can be engaged in no matter what they have any nationality or their registered permanent residence. According to different situation of employees, the talent flexible mechanism society guarantee system will provide equally society safeguard and education for their children.
